Abstract: Based on the fatigue test results and analysis, it is shown that Miner's rule could be applied to predicting the fatigue crack initiation (FCI) life of elements under variable amplitude loading, but the effect of the interaction between loads in the load spectrum should be taken into account. The effect of the interaction between loads can be quantitatively characterized by the factor of overloading effect in FCI. The overloading effect in FCI depends upon the character of strain hardening of metals, the geometry of elements and the magnitude of overloading. Therefore, the reasonable application of Miner's rule depends on the given service conditions of the elements. In case that the FCI life occupies the main portion of fatigue life, Miner's rule can be approximately used to predict the fatigue life of elements under variable amplitude loading-
