Abstract: An index system is proposed, which is based on the quality standards of the modern combat aircraft program engineering, the requirements of the system design and the needs of the user. The rough set theory is applied to explore the index data of the third generation combat aircraft programs. The conception of information entropy is used to determine the significance of each index, and then, the significance of attributes is shift to weighting coefficients. The proposed approach overcomes the subjectivity of traditional determination to weighting coefficient. At last, the comprehensive evaluation decision model of the combat aircraft program engineering is set. The feasibility and validity of the model is verified with a case study.
