Abstract: The essence of the heuristic approach is in the application of selective rou-itnes to reducing the sizeof problem.For example,the production problem of assembly line balancing can be treated by reducing the total system to a series of simpler line balancing problems which can be studied analytically.Another kind of reduc-iton is used in which a relatively simple rule is applied repeatedly until all deci sion is made.Heuristic models are usually based upon satisfactory solution.The software package HEUBAL has been used to balance the running line （snowflake B.Y-150） of Beijing refrigerator factory. When the average operation time is relaxed by 10% around,it is still able to raise the output by 13% or to reduce the manpower by 16% .
