Abstract: The air-hold and the ground-delay time of the flight are an effectiveness index to evaluate the Air Navigation System. Up to now its calculating method is Monte-Carlo statistical method generally. But longer time of the computation is the limitation of this method. In this paper, the flight and control procedure and the airspace structure of the airport terminal area are analyzed particularly by using the stochastic serve system theory, an operation model is established, and the calculating formula is educed finally. So the problem about the fast calculating method of flight delay is resolved successfully.
