Abstract: This paper presents the general design of the planning management and decision-making system for the development of new aircraft and its realization. The system consists of three parts: data center, models center and information treatment center. Compared with the current software packages for network planning the system has three characteristics: (1) All data are stored in the database and managed by database management system, which is favourable to the parallel management of many projects and the coordination between the projects. (2) there is a database for standardised technological process which stores the used flowcharts and can create new flowchart automatically according to the new demand. (3) There is a database storing the historic data of the duration and the expenses for the standardised network units. With its help the system can produce the duration time and the expenses for the network units of new aircraft.
